The median income in the area must also be equal to or less than the metropolitan area's median income.

Emergency Community Water Assistance Grants
These grants are for communities that do not have safe drinking water due to a disaster. Facilities will be able to get up to $150,000 for emergency repairs. These funds can also be used to replace existing facilities. You will need to contact the Utilities Program Specialists in order to qualify for this program. You can also contact the Federal Emergency Management Agency.
Single-Family Grants or Loans
There are financing options available for families who are suffering from financial ruin due to a disaster. You can apply for a Moratorium. This allows you to temporarily suspend mortgage payments. You may be able to defer your payments for up to 180 days. You can also get assistance for paying for your damage.
Reamortization allows you to reschedule your loan payments. You will also be able to determine a new monthly payment. This prevents your account becoming delinquent. You will need to contact the Centralizing Service Center if you are in need of this service.
Multi-Family Housing Loan Borrowers
People who live in an apartment and are displaced because of a disaster will be able to get assistance moving to another place. They will receive priority when the next units become available. Rural Development expects the tenants' insurance to cover some of the cost of the damages. However, they want to provide temporary assistance in order to take some of the burden off of residents.
Rural Development has a number of resources to help businesses that have been affected by a disaster. These programs are geared towards small businesses.
Business and Industry Guaranteed Loan Programs
These loans are for partnerships, cooperatives and corporations. Indian tribes and other legal entities may also be able to get one of these loans. The loans can be used for working capital, capital expenditures and refinancing. The main purpose of this loan is to help repair damage that has occurred as the result of a natural disaster.
Rural Business Development Grant Program
This program was created under the 2014 Farm Bill. In order to qualify for this program, you must have fewer than 50 employees. Your business must also bring in less than $1 million in revenue. You can use these funds for technical assistance, training, pollution control, long-term business planning and rural transportation.

Intermediary Re-lending Program
Loans are provided to the intermediaries. An intermediary is someone who provides intermediation service between two parties. After the loan is provided to the intermediary, it will re-lend it to eligible businesses. Almost any business that has been impacted by a disaster can qualify for this program.
Rural Economic Development Loan and Grant Program
This program provides assistance to utility programs. The borrowers can re-lend the funds to people who need it for community development and economic purposes. The loans can be used to finance a variety of projects for businesses. People can either receive a grant, which does not have to be paid back. They can also get a loan. Additionally, people have the option of getting a combination of grant and a loan.
Community Facilities Loan Borrowers
You can get assistance if you have a community facility that has been affected by a disaster. The purpose of this program is to minimize the losses.
